After Mexico entered the war in May 1942, the two nations developed even closer ties. In the weeks after Pearl Harbor, General Lazaro Cardenas and Lt. Gen. John L. DeWitt made joint plans for the defense of the Mexican northwest and the southwest of the United States. Their local arrangements to secure the Pacific coastal region became the basis for formal agreements concluded later in the war. "
