Siguiendo con el tema, he encontrado este PDF:

En él se dice lo siguiente:
(...) la completa 319. ID, que en 1943 había sido reforzada hasta los 40.000 soldados, convirtiéndola en la mayor división del Ejército Alemán.
Y ese Nº4 nos lleva a:
Para el tamaño y estructura de la 319. ID, ver Samuel W. Mitcham, Hitler’s Legions: German Order of Battle in World War II (London: Leo Cooper, 1985) pp. 219-20; Charles ruickshank, The German Occupation of the Channel Islands (London: Sutton, [1975] 2004) pp. 190-218.
Aún así, como puse antes, 40.000 me parecen muchos si no se trata de unidades no-divisionales, o que se le anexionó para el manejo y distribución por las islas.
